Would anyone have a recommendation on a safe propane burner or cook top for pressure canning outdoors?

I have been a long time fan of Camp Chef outdoor kitchen cooking systems. You can get from 1 burner systems and up. I have several of their various ones. I have a one burner one I use in my camper that can double as a burner, grill, pizza oven, or cast iron flat top. I would recommend that as a good one to start with. Just get the burner then add the other pieces as you develop interest in them. They all work on the same gas burner.

I also have the camp chef outdoor burner and it works great with my All American pressure canner and just to water bath. We have the 2 burner system set up out on our back porch for my canning.
