This is happening to my blackberry plants – any thoughts on what it might be and how to treat it?

Some sort of rust?

I live in the Tri cities area and have noticed this on some berry vines in the area I walk my dog everyday. Its was enough to catch my attention and over the next aprox 2 weeks It had spread to the tree next to the vines. I have since relocated where I walk my dog and have only been back to that spot 2 times since. Last time I noticed it had spread to a tree across the road aprox 50 yards or so down the street.
